The FP & M SETA builds skills development programs for its 13 sub-sectors under the fibre processing and manufacturing sector. The FP & M SETA mandate is: • to provide skills development services to the clothing, footwear, forestry, furniture, general goods, leather, packaging, print media, printing, publishing, pulp and paper, textiles and wood products sectors; • to implement the objectives of the National Skills Development Strategy (NSDS III) ; and • to ensure that people obtain the critical or scarce skills that are needed to build the capacity of the sector to become economically sustainable and globally competitive.

It is one of 21 Sector Education and Training Authorities SETAs established in South Africa in terms of the Skills Development Act of 1998 - amended. It plays a crucial function in ensuring that the National Skills and Development Strategy is executed within the energy and water sectors.
