Child Welfare Bloemfontein was founded in 1914 by a group of volunteers who identified a sincere need for welfare services among poor people. The first social worker was appointed in 1938 to address the needs of families through the rendering of rehabilitation services, supplementary to offering social relief by means of handing out grants and food parcels. In the fifties the social worker's reports reflected the high percentage of children reported because of abuse and neglect. In 1965 a Child Welfare Society was established in Heidedal. In August 1996 the Societies of Child and Family Welfare Bloemfontein and Heidedal amalgamated and took the responsibility to render child protection services in Bloemfontein, Heidedal and Mangaung.

Child Welfare Bloemfontein & Childline Free State is a non-governmental organisation registered as a non-profit organisation (002-775- NPO) and as a Public Benefit Organisation (PBO 18 / 11 / 13 / 681), in terms of section 30 of the Income Tax Act. Donations to the organisation is Tax deductible in terms of section 18A and subject to limitations prescribed by the Act.
